Enter Türkiye with a Scoped KVKK Readiness Plan

We first assess your processing activities and whether VERBİS registration applies. The Launchpad then delivers the agreed inventory, notices and practical controls, with VERBİS support where required. Timing depends on scope, evidence, translations and client approvals.

Entering Türkiye? Start with Applicability and Evidence

Not every organization processing data connected with Türkiye has the same VERBİS obligation. Registration depends on the controller’s status, activities and applicable Board decisions or exemptions. Incorrect or incomplete compliance work can create regulatory and operational risk. Kooch performs an initial scope review and escalates uncertain legal questions to Turkish counsel. This service is for teams that need a structured first KVKK programme.

  • Foreign tech companies (SaaS, fintech, e-commerce, healthtech) without a legal entity in Turkey.
  • Startups and SMEs expanding into the Turkish market and collecting user data.
  • Businesses that need to comply with KVKK but lack the in-house expertise to manage the VERBIS registration process.

Solution: A Practical KVKK Readiness Programme

The Launchpad is a scoped implementation programme. We map agreed processing activities, prepare selected notices and operational documents, review relevant controls, and support VERBİS registration where the organization is required to register. Deliverables, assumptions, exclusions and client responsibilities are defined before work begins; legal opinions are referred to qualified Turkish counsel. See the KVKK guide.

How It Works

Our Simple 4-Step Path to Compliance
1
Step 1: Onboarding & Discovery

We start with a streamlined onboarding process, including our Master Consultancy Agreement, NDA, and Data Processing Addendum. You’ll complete a simple questionnaire about your data processing activities to give us the information we need.

2
Step 2: Data Mapping & VERBIS Registration

Our experts map your data inventory specifically for the VERBIS submission. We then handle the entire registration process on your behalf through the official KVKK portal.

3
Step 3: Policy Drafting & Review

While the registration is in process, we draft your essential, bilingual (Turkish & English) Privacy Notice ("Clarification Text") and Cookie Notice. We also review your cookie banner to ensure it meets local requirements.

4
Step 4: Confirmation & Handover

At handover, we provide the completed agreed deliverables and identify remaining actions, owners and dependencies. A VERBİS confirmation or document set does not by itself make an organization fully KVKK compliant. Ongoing maintenance can be scoped separately.

Frequently Asked Questions

What is VERBIS and is registration really mandatory?

VERBİS is Türkiye’s Data Controllers’ Registry. Whether registration is mandatory depends on the controller’s establishment, processing activities and the current rules and exemptions. Kooch can perform an applicability review; uncertain legal questions should be confirmed with Turkish counsel.

My company has no office or employees in Turkey. Does this still apply to us?

Yes. The law applies to any data controller processing the personal data of residents in Turkey, regardless of where your company is located.

What happens if we don't register in VERBIS?

Failure to meet an applicable VERBİS obligation may lead to administrative enforcement. Fine ranges are updated annually and the outcome depends on the applicable provision and facts. Use the KVKK Authority’s current administrative-fines table and obtain Turkish legal advice for exposure analysis.

How long does the entire "Launchpad" process take?

Timing depends on scope, the completeness of the data inventory, evidence availability and client review cycles. We confirm the delivery plan after kickoff and update it if dependencies change.

What information does my team need to provide?

The primary requirement from your side is to complete our onboarding questionnaire, which details the types of data you collect, how you process it, and what systems you use. We guide you through the entire process.
